I guess this is news, but I don’t think so honestly. It’s unlimited calling to any mobile number regardless of the network. So it’s unlimited mobile to mobile then, but only if you have the right plan so not everyone can qualify for it. What they’re saying is you’re bill with AT&T has to be so high before you can get the benefit of mobile to any mobile, I don’t think that’s very fair.

Unlimited Mobile to Any Mobile is available to AT&T customers with an unlimited messaging plan and a qualifying voice plan**.
Beginning Thursday, Mobile to Any Mobile will be available to new and existing AT&T customers with a qualifying voice plan who subscribe to unlimited messaging plans. Existing customers with an unlimited messaging plan can activate Mobile to Any Mobile by visiting www.att.com/anymobile. The URL will be available beginning Thursday.

Unlimited messaging is available for $20 per month on an individual plan and $30 per month for a FamilyTalk Plan, which allows for up to five lines.
